National Survey of Research and Development
Background
The National Survey of Research and Development (R&D) aims to find out the status, trends and statistics of the national R&D for a financial year. National Survey of R&D has been implemented by MASTIC since 1994 (for the financial year 1992). Fifteen National Survey of R&D have been published to meet demand by internal and external stakeholders of MASTIC. The latest study conducted by MASTIC in 2021, covering data for financial year 2020.
The findings of this study will be used to measure the performance of national R&D activities against the targets set by the Government such as National Science, Technology and Innovation Policy 2021-2030 and also for international benchmarking.
Objectives of National Survey of Research and Development
- To measure the comprehensive status, progress and changes in the national R&D activities;
- Toย identifyย and analyseย R&Dย expenditureย trends,ย sourceย ofย financing,ย humanย resources involvedย inย R&D,ย fieldย ofย researchย andย outputย fromย theย R&Dย activitiesย suchย asย numberย of publications and intellectual properties until 2020ย financial year at the macro level;
- To compare the national R&D progress with that of other countries based on the findings of this study; and
- To study and analyse gross R&D expenditure per GDP (GERD/GDP) ratio, minimum ratio of 30:70 in R&D expenditure between the public and private sectors as well as the number of researchersย perย 10,000 labour forceย basedย onย factorsย suchย asย political,ย economics,ย social, technological, environmental, policy and others.

Current Status of Recent Study
The upcoming National Survey of R&D is expected to be published in Quarter 3 of 2025 for the development of National Survey of R&D 2023 (Financial year 2022).
