ABOUT STI INTERNATIONAL RANKING
MASTIC is responsible for monitoring and reporting on Malaysia’s position and scores in the Global Innovation Index (GII) annual report and the Top 100 Innovation Clusters published by WIPO. To facilitate easy reference and to inform MOSTI’s top management and other relevant ministries/agencies about the importance of this index, MASTIC has developed the Global Innovation Index Data Model Monitoring System.

This portal displays Malaysia’s position and scores in comparison to 132 other countries assessed in the GII report, while also collecting information related to the innovation projects, initiatives, and programs of various ministries and agencies. This tool allows management to plan new policies, interventions, projects, or initiatives that are more aligned with existing policies. This approach supports a “Whole-of-Government” approach to strengthening Malaysia’s global position and scores, whether directly or indirectly, in the GII report.

The Global Innovation Index (GII), an initiative by WIPO, Cornell University and INSEAD, is a key benchmark for assessing and ranking the innovation capabilities of countries worldwide, including Malaysia.

Malaysia Innovation Index (MII)

The Malaysia Innovation Index (MII) is a key national initiative developed to measure the maturity of the innovation ecosystem across all states in Malaysia. Through the MII, the strengths, potential, and innovation gaps at the state level can be clearly identified, thereby enabling the Government to design more precise and targeted policy interventions.

The development of the MII is the result of close collaboration between the Ministry of Science, Technology and Innovation (MOSTI), State Governments, and various relevant ministries and agencies. This process was supported by extensive stakeholder engagement sessions and comprehensive innovation data collection.

In addition, the MII Report provides detailed profiles of the innovation ecosystem for each state and highlights best practices that may serve as shared references. As such, the MII is not merely an index, but a strategic guide for policymakers in strengthening innovation ecosystems at both the state and national levels.
