What is MASTIC?

MASTIC is a short form from Malaysia Science and Technology Information Centre. It is one department in Ministry of Science Technology and Innovation (MOSTI) that responsible to collect and disseminate strategic information related to S&T activities and to be the primary reference centre for national STI information.

How can I access the information?

You need to have username and password that can be made by online registration at the same website without any cost required.

Does the information about MASTIC can be access online? What is the URL?

Yes. You can access through https://mastic.mosti.gov.my

I already registered before, but I forgot my username and password. Can I trace my ID back?

Yes. You can click “I forgot my password” and your password will be sent to the e-mail you use for registration.

Do I need to register again to use other applications in MASTIC?

No. The same username and password can be used for all applications that have been developed by MASTIC.

What type of database contained in MASTIC?

MASTIC has five (5) main databases. The databases are:

  1. STI Human Capital experts from various fields of S&T;
  2. Inventory of Facilities and Equipment STI;
  3. Local STI products and technology with potential for commercialisation (TECHMart);
  4. List of STI Organisastion; and
  5. Information of R & D project.

Will the customer be charged for any services?

Customer will not be charged. All services are available for FREE.

How customers can access information that has been provided by MASTIC?

Customers need to register as a KRSTE.my portal customer to access all of the database and information that has been provided by MASTIC.

Registration is FREE.

Can I disseminate the information that I get from MASTIC portal?

You can download the public displayed information and data in MASTIC’s portal for personal use and non-commercial use only. Any activities other than those purposes, you should get a written permission from MASTIC.

What is the difference between General Collection and Reference Collection that available at the MOSTI library?

General collection is a collection which consists of books in various fields that can be borrowed by users. While the reference collection is a reference materials such as dictionary, encyclopedia, index, abstract, directory, almanac and bibliography. Reference materials only for reference purpose and it cannot be borrowed from the MOSTI Library.

What are the collections that available in MOSTI Library?

The collections that available in MOSTI Library are related to the field of Science, Technology and Innovation. Other related collections also available in MOSTI Library such as Management, Biotechnology, Marine Science, and so on.

Who can use the library services that have in MOSTI ?

Library Services in MOSTI only can be used by staffs and agencies under MOSTI. However, external users can still use with the terms by enclose an official letter from their respective departments while come to make a reference in MOSTI Library.

When is MOSTI Library service hours?

How can I obtain the STI indicators? Are there any charges (fees) for the reports issued?

The STI Indicators are reported in STI Survey Reports that can be obtained for FREE at the MASTIC’s portal  under publication section. The hardcopy of the reports can be obtained by submitting request via e-mail or postal to MASTIC.

Who are the respondents involved in the MASTIC STI Surveys?

The respondents for these surveys inclusive of the following organisations:

  1. Public and Private Institutions of Higher Learning;
  2. Government Research Institutes;
  3. Government Agencies;
  4. Government Linked Companies;
  5. Private Companies;
  6. Government and Private Hospital; and
  7. Malaysian Public (for The Public Awareness of STI Survey only)

How does MASTIC developed national STI indicators?

MASTIC developed the national STI indicators through by collection, analyses and tabulation of data obtained from several STI surveys, namely:

  1. The National R&D Survey;
  2. The National Survey of Innovation in Manufacturing and Services;
  3. The Public Awareness of STI Survey; and
  4. The National Bibliometric Study.

What is the importance of developing the country STI indicators?

STI Indicators are significant to oversee and measure the current performance of the national Science, Technology and Innovation (STI) fields.  This information enables government and stakeholders to plan and formulate appropriate policies to develop national STI fields.

Will I be able to get the raw data of the STI Indicator Surveys?

The raw data will not be shared with our client (except with special approval of the top management of MOSTI), however, MASTIC will provide tabulated data based on clients request.

What is the Inter-Agency Committee for Monitoring Global Competitiveness Innovation Index (JIPGII)?

JIPGII is a Committee established by MOSTI since January 2021.

Who are the members of this Committee?

This committee is chaired by the Deputy Secretary General of MOSTI and consists of seven (7) Working Group Committees (JKK) as follows:

  1. JKK Pillar Institutions;
  2. JKK Pillar Human Capital & Research;
  3. JKK Pillar Infrastructure;
  4. JKK Pillar Market Sophistication;
  5. JKK Pillar Business Sophistication;
  6. JKK Pillar Knowledge & Technology Outputs; and
  7. JKK Pillar Creative Outputs.

What is the reason for the establishment of this Committee?

The authority for establishing this Committee stems from the Decision of the National Innovation Council Meeting, which determined that a Committee led by MOSTI should be established to oversee the implementation of initiatives by Ministries/Agencies aimed at enhancing indicators within their respective fields.

How many times does the Committee meet?

This committee will meet at least two (2) times a year, namely in Q2 (April-June) and Q4 (October-December).

Who is the secretary for this Committee?

The Secretariat for this Committee comprises the Malaysian Science and Technology Information Center (MASTIC) and the Malaysian Industry-Government Group for High Technology (MIGHT).

What is the appropriate Grade of Officer to represent the Ministry/Agency in this Committee?

The priority of Officers who are suitable to be nominated to represent the Ministry/Agencies in this Committee is Officers Grade 48 and above. However, P&P group Officers from Grade 41/44 can also be nominated if the duties involve policy/policy/KPI and strategic management of the Ministry/Agency.

If there is a change of officers, is it necessary to inform MOSTI?

Yes, any change of officer who has been appointed to represent the Ministry/Agency needs to be notified to MOSTI for record purposes.

What is the implementation phase for the Committee?

There are three (3) implementation phases for the Committee which are:

  1. Phase 1: Where is Malaysia – Mapping and communication of the country’s level of innovation to identify Malaysia’s innovation ecosystem based on data sources and contributors to ensure comprehensive, accurate and up-to-date data and coordinate the delivery of information and data required for GII indicators in a timely manner by contributor of national data to international databases;
  2. Phase 2: Where is Malaysia heading – National innovation level aspirations for global best practice benchmarking and setting targets for Malaysia’s aspirations in GII; and
  3. Phase 3: How to achieve the target – Increase and monitor the country’s level of innovation to identify short, medium and long term strategies and implement initiatives to improve Malaysia’s GII score and ranking as well as ensure strategies and initiatives are on track and recommend measures -corrective measures if necessary.

What actions need to be taken to improve the GII position of a country?

According to a study by the OECD, some important actions that need to be taken to increase the innovation capacity of a country are to implement innovation-based development strategies and collaborative interventions between the Government and the private sector to continuously increase the country’s FDI rate in the development of human resources and skills, science, technology and innovation.

What is the purpose of establishing this Committee?

The establishment of this Committee aims to implement and enhance the monitoring of the competitiveness index, ensuring a more systematic and effective approach to improving the country’s performance in the GII Report. This initiative, led by MOSTI, aligns with the Government’s goal in the Twelfth Malaysia Plan (RMKe12) to position Malaysia among the top 30 countries in the GII Report by 2025.

What is the Global Innovation Index (GII)?

The GII is an international innovation competitiveness report published annually by the World Intellectual Property Organization (WIPO), Cornell University, and INSEAD since 2007.

What does the GII measure and why is it important to a country?

The Global Innovation Index measures the innovation ecosystem of a country’s economy and provides insights into its strengths and weaknesses in innovation. Many countries use the GII to assess and enhance their innovation ecosystems, utilizing it as a reference in their economic plans and policies.

What is the GII framework?

The GII framework is divided into two (2) Sub-Indexes: Innovation Input and Innovation Output. The details are as follows:

  1. Innovation Input Sub-Index: Comprising five (5) pillars namely Institutions, Human capital and research, Infrastructure, Market sophistication, and Business sophistication.
  2. Innovation Output Sub-Index: Comprising two (2) pillars namely Knowledge and technology outputs, and Creative outputs.

What types of data are used in making GII score evaluations?

There are three (3) types of data used in GII data evaluation:

  1. Quantitative/objective data/hard data: This includes data obtained from public and private sources such as UNESCO, WIPO, Thomson Reuters, and others.
  2. Composite data/index: This comprises composite data from certain agencies and academic institutions such as the World Bank, UN Public Administration Network (UNPAN), International Telecommunication Union, and others.
  3. Qualitative data/survey/soft data: These are data obtained from surveys such as the Executive Opinion Survey conducted by the World Economic Forum, the Malaysian Productivity Corporation, and others.

What is meant by Innovation Input Sub-Index and Innovation Output Sub-Index?

The Innovation Input Sub-Index refers to factors that influence a country’s ability to innovate, such as human resources, research and development, and infrastructure. The Innovation Output Sub-Index refers to the outcomes produced by a country in the field of innovation, such as products and services, the export of high-technology products, and patents.

What is the most innovative country in the 2022 GII report?

Switzerland is the most innovative country in the world for 12 consecutive years followed by the United States, Sweden, the United Kingdom and the Netherlands.

What is the purpose of GII published?

  1. Analyzing the performance of the innovation ecosystem in 132 countries.
  2. Offering a framework based on seven cores for each country to enhance their respective innovation ecosystems.c. Supplying benchmarks on policies and best practices from an innovation perspective to enhance a country’s competitiveness internationally.

What does GII have to do with Malaysia?

Malaysia has made the GII a benchmark for measuring national innovation. Malaysia has been listed in the GII Report evaluation since 2007.

Do countries submit data directly to WIPO?

Malaysia does not contribute data directly to WIPO. The data used by WIPO is only taken from various sources of international organizations (such as reports and databases).

What are the benefits of GII?

  1. Provide a comprehensive overview of a country’s innovation ecosystem.
  2. Information sources regarding best practices, benchmarking initiatives that have been implemented by innovation-leading countries and the latest innovation trends at the international level.
  3. Source of information for international companies in the process of identifying suitable countries for them to make long-term investments.

What are the factors that affect the GII performance of a country?

  1. The actual performance of the country involved;
  2. Coordination of the GII framework;
  3. Data updating, treatment of outliers and missing data; and
  4. Countries involved in the assessment.

How is Malaysia performing in the GII?

Malaysia’s performance in the GII has generally ranged between 32nd and 37th. The country’s best position was 32nd in 2012, 2013, and 2015, while the lowest position was 37th in 2017. However, the overall score decreased from 45.9% in 2012 to 38.7% in 2022. Malaysia’s score rose again to 40.9% in 2023

What is Malaysia’s level of competence in GII?

The country’s efficiency level, when measured by the quality of innovation, is comparable to that of high-income economies. However, it is low due to the lower production of innovation output relative to the level of innovation investment (input).

Who is the data provider for GII?

Data providers for the GII include ministries, agencies, departments, companies, and individuals who submit data to international rating bodies. The data supplied is of a quantitative nature. The data sources used by the publisher can be accessed through the Appendix in the GII Report

Are all Ministries/Agencies/Departments involved in GII?

Yes, all ministries, agencies, and departments are involved in the GII. Those that have indicators and channel data directly to the GII are directly involved with the GII. However, other ministries, agencies, and departments also contribute indirectly, such as policy implementers who play a role in the national economic ecosystem.

How many indicators are evaluated in GlI?

The number of indicators assessed in the GII for the year 2022 is 81. The number of indicators may vary each year depending on the methodology adopted by WIPO for that year’s evaluation.

How is the GII ranking of a country is calculated?

The GII ranking of a country is determined by taking into account the average score between the Innovation Input Sub-Index and the Innovation Output Sub-Index. It shows the extent to which the innovation input that is implemented affects the innovation output for a country.

What are the methods and weights used to measure the GII index?

The method used to measure the GII index is Weighted Average. The weights assigned to calculate the GII index are 0.5 and 1.0, depending on the type of indicator. For a detailed explanation, please refer to the GII Report Technical Notes.

What is the definition of each indicator?

Definitions for each indicator can be found in the Appendix- Sources and Definitions of the GII Report.

How many economies/countries are involved in the GII assessment?

The number of economies/countries involved in the assessment may vary each year. In 2022, a total of 132 countries participated. A country is eligible for evaluation only if it has data coverage of at least 66% for the Innovation Input Sub-Index and 66% for the Innovation Output Sub-Index.

What are the targets set by the Government in the GII?

  1. Ranking of the top 30 economies in 2025 (12th Malaysia Plan).
  2. Ranking of the top 20 economies under the Knowledge and Technology Pillar in 2030 (MyDigital).
  3. Achieve a score of 40-43 in the Performance of Key Performance Indicators for Chief Secretaries, Chief Directors, Federal and State Government Secretaries.

What are MOSTI’s plans to improve GII’s performance in the future?

Owner and data contributor information for GII indicators will be periodically updated, and continuous monitoring will be conducted for initiatives identified to enhance the country’s performance in the GII. A ‘whole-of-government approach’ will be implemented to ensure cohesive cooperation and integrated information from all sectors.
