Policy, Foresight And Administration Section

1. Enhance the development and capacity of foresight by aligning the application of foresight tools with the relevant Ministries/Agencies.
2. Coordinate the formulation of STI legislation.
3. Supervise MOSTI Agencies (Malaysia Chemistry Department, ASM, MIGHT, and IKM).
4. Coordinate reporting (KPI, MOSTI Initiatives, and OBB) for the Division.
5. Manage regular meetings such as Division Management Meetings, Dr. Ranjeet Bhagwan Singh Medical Research Trust Fund Committee Meetings.

  1. Manage the development of new MASTIC ICT applications.
  2. Perform maintenance and upgrading of MASTIC applications.
  3. Coordinate the maintenance of ICT infrastructure at MASTIC (hardware and software).
  4. Manage the implementation of backup, disaster recovery plan (DRC), and MASTIC computer networks.
  5. Conduct security monitoring for hardware, software, application systems, and MASTIC computer networks.
  6. Ensure all databases, MASTIC Website, and MASTIC applications are functioning.
  7. Coordinate and execute ICT reporting and certification.
  8. Provide technical support to other units in MASTIC.
  9. Be a member of the ICT Committee (JPICT, JKICT, JIPPAIP, JK Pemandu ISMS, JK Kerja ISMS, JK MASTIC Website, JK Kerja MOSP).
  1. Provide publishing services for printed or non-printed materials.
  2. Carry out editorial services for publication materials.
  3. Provide promotional materials for MASTIC products and services.
  4. Provide distribution services for MASTIC publication materials.
  5. Plan and coordinate MASTIC exhibition activities.
  1. Plan, manage, and execute the process of acquisition, subscription, processing of materials, cataloging of library reading materials.
  2. Plan, manage, and implement information and reference services as well as circulation services for MOSTI staff.
  3. Manage and maintain electronic information services (KOHA System, OpenAthens, OECD, Science Online, Lawnet, Tech in Asia, and Petri Dish).
  4. Plan, manage, and implement a Reading Encouragement Program to promote reading materials, information, and libraries to MOSTI staff (Books on Wheel, Let’s Read Together for 10 Minutes, Desk to Desk Library Service, Media and Information Literacy Program, Reading Corner @Lanai Baca, PNM Group Lending, Library Open Day, and Most Active Borrower Award).
  5. Plan, manage, and carry out the process of binding, preservation, and disposal of library reading materials such as reference materials, magazines, and STI journals.
  6. Plan, manage, develop, and maintain digital content of library materials such as the MOSTI Information Repository.
  7. Serve as the center for the Publication Supply System (SPP) or inter-library lending for MOSTI staff.
  1. Coordinate and monitor the financial affairs and annual O&D expenditure of the Division.
  2. Manage assets and inventory as well as monitoring the Asset Management System (SPA).
  3. Coordinate the monitoring of project information in the SPP II System.
  4. Manage service affairs and human resource matters within the HRMIS system.
  5. Manage the procurement and payment of bills, service provider invoices, and supplies.
  6. Coordinate the file system (DDMS) and correspondence matters.

Strategic Data And Competitive Data Section

  1. Frame, plan, implement, and manage the National R&D&C database encompassing systems (KRSTE.my, MASTIC Website, RADARS and MOSTI Databank).
  2. Develop STI information content to meet the needs of stakeholders/the country.
  3. Collect and update information on STI human capital, S&T incentives, S&T facilities & equipment, S&T products/technologies, S&T organizations, as well as open data.
  4. Conduct engagement sessions with STI agencies and stakeholders to enrich the information content in the MASTIC system.
  5. Assist in the preparation of inputs & information for technology forecasts and impacts in terms of the STI database.
  6. Develop an Innovation Index Tracking System to monitor the country’s innovation progress.
  7. Report the status of information related to the country’s STI to the ministry and government.
  1. Plan, coordinate, and report national STI indicators periodically (National Research & Development (R&D) Report, Public Awareness Report on S&T, Bibliometric Report (Status of scientific publications), National Innovation Report, STI Indicator Report and other related STI indicators).
  2. Announce national STI indicators to stakeholders.
  3. Make global competitiveness comparisons for data-driven decision implementation.
  4. Adopt standards and research methodologies according to established guidelines.
  5. Ensure the classification system is applied in the management of national STI information (MRDCS System).
  6. Monitor, analyze, and report the country’s competitiveness in the field of STI through the Global Innovation Index (GII), World Competitiveness Yearbook (WCY), and Global Competitiveness Report (GCR).
  7. Coordinate and monitor the implementation of national competitiveness initiatives with agencies/ministries involved in GII.
  8. Utilize the GII Data Model for monitoring national competitiveness.
  1. Conduct analysis on R&D Fund investments to identify the needs of the R&D funding areas for investment purposes.
  2. Identify insights into trends/focus areas of the country’s STI to assist policymakers in identifying priority areas of R&D&C&I in STI development.
  3. Implement evidence-based policy for the needs of conducting studies based on STI databases/real data.
  4. Analyze the outcomes of R&D projects.
  5. Conduct engagement sessions with STI agencies and stakeholders to enrich the information content in the BDA for analysis purposes.
  6. Coordinate with the Department of Statistics Malaysia (DOSM) for the Executive Committee Meeting of the National Statistics and Data Council (JKE MSDN).
