[Call for Application] ASEAN-China Joint Research

 

  1. Context

Based on the Summary Record of the Eleventh Meeting of the ASEAN-China Joint Science, Technology and Innovation Committee (ACJSTIC-11), the Ministry of Science and Technology (MOST) of China and the ASEAN Committee on Science Technology and Innovation (COSTI) agree to implement the ASEAN-China Joint Research Project.

 

  1. Priority Areas and Number

At most five collaborative ASEAN-China projects shall be jointly funded, depending on financial resources, within the following 5 areas, which are jointly agreed upon by both sides:

  1. Industry 4.0 (e.g. advanced manufacturing and value chains)
  2. Digital infrastructure (e.g. 5G/6G components)
  3. Artificial intelligence and advanced analytics
  4. Clean Energy (e.g. Solar power, wind energy, hydrogen)
  5. Medical Technology (e.g. Vaccines, diagnostics, drugs and medical devices)

 

  1. Mechanism

 Mechanism of calling for proposals and selection:

  1. Both ASEAN and China’s Principal Investigators (PIs) will submit their joint proposals as one application package to MOST China. Applications should be submitted and evaluated as one package.
  2. MOST China will consolidate the submitted proposals and conduct a preliminary screening of the proposals based on the administrative criteria.
  3. Experts panel from China and ASEAN will conduct a joint review to determine the final projects to be funded by having a scoring system. Experts from relevant ASEAN Sub-committees may be invited as panel members

 

  1. Funding Scale:

The ASEAN PI(s) will be funded between USD100,000 to USD300,000 per project from ASEAN-China Cooperation Fund (ACCF). China’s PI(s) will be funded at most RMB2,000,000 per project from MOST.

 

  1. Time of applications

The application period is from April 20 to June 5, 2023.

6. Relevant requirements:

  1. For an eligible project proposal, at least 2 ASEAN Member States and 1 China Principal Investigator (PIs) should be involved.
  2. The duration of the project is 3 years.
  3. Projects under the ASEAN-China programme must also comply with the requirements imposed on ASEAN projects as established in the “appraisal of ASEAN cooperation project proposals” guidelines and relative to China’s domestic guidelines.
  4. AMS partners do not need to submit application materials for the time being. For the project that have passed the preliminary evaluation by the Ministry of Science and Technology of China, ASEAN partners should submit the ASEAN-China Cooperation Fund (ACCF) Application form.
  5. The specific matters will be notified after the Chinese evaluation is completed.
  6. The participating organisations should already develop a concrete cooperation plan with an inter-organization MOU (with intellectual property (IP) resolution terms) when submitting the proposal.
