Small and Medium Enterprises (SMEs) and Start-up companies that are technology- or innovation-based/related must comply with the following conditions:i. Open to companies and businesses registered with the Companies Commission of Malaysia (SSM), while businesses in Sabah and Sarawak must be registered with the Local Authorities. SMEs must also be registered with statutory bodies for professional service providers. Definition of Start-up: A technology- or innovation-enabled business at an early stage with a scalable business model and a high-growth strategy. Eligibility criteria for Start-ups:i. Registered with the Companies Commission of Malaysia (SSM);ii. Majority ownership by Malaysian citizens (>50%);iii. Minimum paid-up capital of RM10,000.00;iv. At least two (2) company directors;v. Technology-based or technology and innovation-related business; andvi. Company operations must not exceed 5 years. For applications from SMEs, this fund is offered as a matching grant where the company must finance at least 40% (monetary or in-kind) of the total project cost. STI Agencies refer to agencies performing research and STI-related services under MOSTI. Applications from public and private higher education institutions (IPTA/IPTS), Government Research Institutes (GRIs), and STI Agencies are encouraged to collaborate with Start-ups or SMEs (documentary evidence must include at least a Letter of Acceptance (LoA) or equivalent documentation). Applications from Start-ups and SMEs are encouraged to collaborate with IPTA, IPTS, GRIs or STI Agencies. Applicants collaborating with IPTA, IPTS, GRIs, or STI Agencies must appoint a Research Officer (RO) or Graduate Research Assistant (GRA) (documentary evidence must include at least a Letter of Acceptance (LoA) or equivalent documentation). Collaborators are individuals or organisations that work together with the Entity and are named in the application and have an agreement with the Entity. Consultants are individuals or organisations appointed and paid by the Entity who are responsible for carrying out specific activities during the Project implementation. All company categories must have a minimum of 51% equity held by Malaysian citizens. Company directors or project team members must not have been convicted of fraudulent activity, or have had their company declared bankrupt, dissolved or placed under receivership. Only Malaysian citizens may serve as Project Leaders, but project members may include individuals from international organisations or expatriates working in the same institution. Non-Malaysian Project Leaders are allowed to apply provided that:i. The work permit is valid throughout the project duration; andii. Project members must be Malaysian citizens with similar expertise and from the same institution. Researchers working on a contractual basis with Government Research Institutes/STI Agencies/IPTs must ensure their employment contract remains valid throughout the project duration. Project team members must be qualified and competent in technical aspects. Each member must submit a detailed curriculum vitae outlining their research field, experience, and accomplishments. If team members are from different institutions, a permission letter from the Head of Department must be submitted. Applicants are allowed to submit multiple applications for different projects, provided they have strong human and financial resources. Projects must be implemented in Malaysia. Proposed projects must include an element of experimental development that can be commercialised. The Project Leader must inform MOSTI if funding has already been received from other parties for the same project. Applications involving enforcement in security and defence (police and military) will not be funded under this scheme. Applications from STI Agencies and GRIs to enhance existing concepts derived from scientific journal publications may be considered, and such projects must:i. Be innovative in nature;ii. The Project Leader must submit evidence of consultation with the original researcher regarding the feasibility of the concept before applying; andiii. Applicants must submit intellectual property search evidence to confirm that the proposed technology and innovation are novel and commercially viable. Projects must be implemented in Malaysia. Proposed projects must include an element of experimental development that can be commercialised. The Project Leader must inform MOSTI if funding has already been received from other parties for the same project. Applications involving enforcement in security and defence (police and military) will not be funded under this scheme.
Applicants must complete the application form along with supporting documents such as Appendix 3 via https://sdb.mosti.gov.my within the stipulated time. All applications must be reviewed and verified by an authority in the applicant's organization such as the Head of Department or the Research Management Center. The applicant must declare that the project application submitted has never been funded by any financier. Applicants must identify whether the project application contains Environmental, Social, and Governance (ESG) elements either directly or indirectly. Applicants must enclose the project Business Model as in Appendix 4. The submitted application will be reviewed by MOSTI to ensure that the application and documents submitted are complete and meet the basic qualifications of the TeD 1 Fund application. Incomplete applications will be returned to the applicant.
