The National Survey of Research and Development (R&D) aims to find out the status, trends and statistics of the national R&D for a financial year.
National Survey of R&D has been implemented by MASTIC since 1994 (for the financial year 1992). Fourteen National Survey of R&D have been published to meet demand by internal and external stakeholders of MASTIC. The latest study conducted by MASTIC in 2019, covering data for financial year 2018.
The findings of this study will be used to measure the performance of national R&D activities against the targets set by the Government such as National Science, Technology and Innovation Policy 2021-2030 and also for international benchmarking.
Objectives of National Survey of R&D 2019
- To measure the comprehensive status, progress and changes in the national R&D activities;
- To identify and analyse R&D expenditure trends, source of financing, human resources involved in R&D, field of research and output from the R&D activities such as number of publications and intellectual properties until 2018 financial year at the macro level;
- To compare the national R&D progress with that of other countries based on the findings of this study; and
- To study and analyse gross R&D expenditure per GDP (GERD/GDP) ratio, minimum ratio of 30:70 in R&D expenditure between the public and private sectors as well as the number of researchers per 10,000 labourforce based on factors such as political, economics, social, technological, environmental, policy and others.
The National Survey of R&D includes both public and private organisations. The sectors involved are:
- Higher Learning Institutions (HLI);
- Government Research Institute and Agency (GRI);
- Business Enterprise (BE); and
- Non-Governmental Organisations (NGO)
This study adopted Frascati Manual guidelines published by the Organisation for Economic Co-operation and Development (OECD, 2015).
There are three (3) canvassing of data collection methods which are online, telephone and face-to-face interview.
Comprise creative and systematic work undertaken in order to increase the stock of knowledge – including knowledge of humankind, culture and society – and to devise new applications of available knowledge (Frascati Manual, 2015).
The upcoming National Survey of R&D is expected to be published in 2023 for the development of National Survey of R&D 2021 (Financial year 2020).
